New Overlay District Committee & Brochure Help Town Fight Illegal Housing

North Hempstead, NY – North Hempstead Town Supervisor Judi Bosworth, Councilwoman Viviana Russell, and the Town's Building Department have announced a renewed effort to combat illegal housing through the recent formation of an Overlay District Committee and the creation of an Illegal Housing Guide. The New Cassel Overlay District was formed in 2006 through legislation that specified certain restrictions related to standards for residential development.

According to Councilwoman Viviana Russell, "The Overlay District Committee was formed to take a comprehensive look at the residential portion of the Overlay District in New Cassel as a result of concerns raised by residents after a public hearing on the matter in April of this year. The committee is comprised of residents who also have an affiliation with a community group or members of a community-based organization in New Cassel."

The first meeting was held July 17th where the committee defined their goals. Subjects to be discussed are challenges facing the community, current zoning restrictions and ultimately whether or not to keep, amend, or rescind the restrictions entirely.

"Our primary goal when it relates to illegal housing is always to create and preserve a safe and healthy environment for all residents of the Town of North Hempstead" said Supervisor Judi Bosworth.

The second part of the Town's effort to combat illegal housing is the creation of the Illegal Housing Guide. The guide answers many questions regarding precisely what illegal housing is. The guide covers topics such as rentals, accessory apartments, mother/daughter residences, building permits, and more.
