BTDC Programs

The Town of North Hempstead Business and Tourism Development Corporation has launched and manages several programs that are designed to facilitate economic and business development, job creation and economic opportunities within the Town of North Hempstead.

Each of the these programs is described below:

Business Education Seminars

Throughout the year, the BTDC sponsors a series of informative events that focus on providing important information to our local businesses and to organizations that directly impact our business community. In 2013, we conducted three seminars…Congressman Steve Israel’s Small Business Solutions Summit (June 21, 2013), Obama Care, It’s Tax Implications and Health Benefits (September 27, 2013) and FaceBook, YouTube and You (November 14, 2013). The New York State Excelsior Program

The New York State Excelsior Program is the successor to New York State’s Empire Zone Program which was sunset (closed) on June 30, 2010.  Only those businesses that applied and were accepted into the Empire Zone program prior to the program’s closure are eligible to continue to receive the benefits that were offered upon their acceptance into the program. 

The Excelsior Program provides job creation and investment in such targeted industries as biotechnology, pharmaceutical, high-tech, clean-technology, green technology, financial services, agricultural, manufacturing, distribution and back-office operations. Firms in these industries that create and maintain new jobs or make significant financial investment are eligible to apply for up to four, new, fully refundable tax credits. Businesses may claim the credits over a 10 year period. To earn any of the following credits, firms must first meet and maintain specific job and investment thresholds.  The following is the credits that are offered under this program:
  1. The Excelsior Jobs Tax Credit: A credit of 6.85% of wages per new job to cover a portion of the associated payroll cost.
  2. The Excelsior Investment Tax Credit: Valued at two percent of qualified investments.
  3. The Excelsior Research & Development Tax Credit: A credit of 50% of the Federal Research and Development credit up to 3% of research expenditures in New York State.
  4. The Excelsior Real Property Tax Credit: Available to firms locating in certain distressed areas and to firms in targeted industries that meet higher employment and investment thresholds.

Utility Credits may also be available through LIPA.

NH TV (North Hempstead TV)

The BTDC promotes local businesses and communities by developing programs that are aired on the local access channels (18/73) on Cablevision. These programs include the following:
  • Taste of the Town (on site interview at local restaurants)
  • Around the Town (locations of community interest, tourist attractions, individual businesses and community overviews)
